Abstract
This paper traces the history of flammability requirements comparing the FAA requirements with internal Boeing design guidelines from 1945 to 1994. The change in rule making from mandated regulatory edicts to the cooperative concepts in place between the Federal Aviation Authority, airplane manufacturers, and suppliers to our industry are presented. Current areas of collaborative investigation for possible regulation are identified.
