- These interim criteria have the following objectives: (1) To provide designers, manufacturers and evaluators with the technical performance criteria that will be used for the commercial solar heating and cooling demonstration program; (2) To establish technical performance levels that will be used for the evaluation and procurement of systems, subsystems and components for the commercial solar heating and cooling demonstration program; (3) To provide a basis for the development of more definitive performance criteria at a later date.
