- A guide and format for the preparation of a testing and analysis program for the Housing System Producer (HSP) in Operation BREAKTHROUGH are presented. The document is prepared to assist the HSP in developing information used for demonstrating compliance with the recommendations contained in the Operation BREAKTHROUGH Guide Criteria (NBS Report 102000). The information requested is for the development of a detailed Testing and Analysis Plan, for the completion of a summary form of the Testing and Analysis Program and for determining a tentative schedule of physical testing. Volume 1 of a four volume series deals with multifamily high rise construction.
