Abstract
The Barriers to Implementation Research Team studied the subject of barriers to implementation of CII concepts and conducted research on 22 active industry projects ranging in size from $2 million to $600 million. The findings indicated that the implementation of the best practice concepts embraced by the construction industry was not as comprehensive as perceived. In fact, the implementation for some concepts was very low, perhaps due to a lack of familiarity and perceived value. Many barriers were recognized at the project level. However, many of them appear to be a result of, and perhaps an excuse for, "doing the same old thing" without a mind set and commitment for continuous improvements. The Guideline was developed to facilitate improved implementation of the CII concepts as a means of improved construction cost effectiveness. Definitions of the CII concepts and key elements for implementation are listed in Section 1. The Guideline is based on the premise that three key factors are essential to successful implementation of CII concepts: knowledge of the concepts, a plan for implementation, and a process for implementation. The Guideline may be used as a reference guide for management and project individuals, and as a training and education aid for all professionals in the implementation of CII "best practice" concepts. It is intended as an aid in the understanding, planning and executing implementation of the CII concepts on construction projects. It provides utilization in the following areas with the features listed: (1) Education and Training; (2) Reference; and (3) Improvement Opportunities.
