Abstract
Project delivery systems have evolved over many years. The research community has made several efforts to document quantitative differences between the three principal project delivery systems used in the U.S. today. These systems include construction management at risk, design-build, and design-bid-build. The Construction Industry Institute, through Research Team 133, sponsored the first comprehensive, empirical comparison of construction management at risk, design-build, and design-bid-build in the U.S. The database of 351 projects developed in this study contained significant data and lessons learned, which were analyzed to develop project delivery lessons for owners. These and the empirical comparison were integrated into a working tool that an owner can use to select a project delivery system. This guideline, based on specific project data, is highly applicable to public and private sector owners in the U.S. general building sector. This publication will guide an owner, planner, or stakeholder of a facility through a project delivery selection process. The user should achieve three results by using this guide. They are to: 1. Better understand the proven performance of each project delivery system and how it can impact their business. 2. Be better able to select the system best suited for their particular facility goals. 3. Recognize project characteristics of highly successful projects and learn ways to create these characteristics on their project, regardless of which project delivery system is used.
