Abstract
This Report constitutes the findings of a study undertaken May 7-9, 1969, at Airlie House, Warrenton, Virginia, for the specific purposes of (a) appraising existing knowledge, procedures, and practices of all transportaion modes; (b) exploring improved or revised concepts for approach to regulations, based on scientific knowldege and engineering methods, and suited to the practices and materials of an increasingly technical culture; (c) identifying existing and new resources and facilities needed to support more technology-oriented approaches to public safety regulation; and (d) recommending immediate and longer-term actions for improving the present regulatory system for hazardous materials transportation.
