Abstract
On April 13, 1989, you asked that we (1) evaluate how well industry and government are prepared to respond to oil spills and (2) examine measures that can be taken to help prevent spills in the future. You requested that we address these issues for the March 24, 1989, Exxon Valdez spill in Alaska's Prince William Sound and for the Philadelphia and New York ports. We discussed our observations on the Exxon Valdez spill in an October 1989 report, which stated that industry and government were not well prepared to respond to the spill and that priority needs to be given to measures to help prevent similar situations from occurring in the future. This report responds to your request concerning the Philadelphia and New York ports.
