- Be it enacted by the Parliament of New Zealand as follows: 1. Short Title and Commencement - (1) This Act may be cited as the Building Act 1991. (2) Sections 2,3,4,6,9 to 14,22,23,48.49 and 93 of, and the First Schedule to, this Act shall come into force on the 15th day of February 1992. (3) Except as provided in subsection (2) of this section, this Act shall come into force on the 1st day of July 1992
