- Recommendations are presented as to how local authorities within three or four counties can arrange and coordinate training sites. The demands made on training sites for various purposes are analysed and defined. A comprehensive doctrine is expressed: a training site should present a complete tactical picture and should be flexible. A decision model is presented in order to determine how local authorities can arrange and coordinate practice sites.
