- Extensive investigation of actual fires by FRS has shown clearly that people's behavior and response before and during an incident can often be a factor overriding the part played by legislation. This paper summarises the range of people's reactions which must be considered in the design of buildings and the fire legislative covering them in order to reduce the effects of smoke and heat to the occupants of a building. It is aimed at architects and designers as well as fire prevention officers and safety officers.
