- Be it enacted by the Senate and House of Representatives of the United States of American in Congress assembled, that the Secretary of Commerce (hereinafter referred to as the "Secretary") is authorized and directed to make grants to institutions of higher education to pay for up to one-half of the costs of fire science programs.
