- It is with a great deal of enthusiasm, and seriousness, that I talk about the National Task Force on Life Safety and the Handicapped. It was an idea two and a half years ago, and today it is a growing organization with a clearly defined purpose, "to provide a context for creating a life-safe environment for the disabled, that will benefit the able-bodied population as well.
