- The Model Mobile Home Regulation is not a substitute for zoning and cannot be used in place of zoning. This regulation establishes guidelines for health purposes and regulates existing individual mobile homes; existing mobile home parks. The appendix includes the New York State Health Department Standards for waste treatment works and model application forms.
