- Kaiser Engineers, under contract with the Department of Housing and Urban Development (HUD), is heading an association of firms that is undertaking Phase 2 of the National In-Cities Experimental Low-Cost Housing Research and Development Project. This project is a major part of HUD's program to determine how, under what conditions, and to what extent the nation's urban regions can begin to construct rapidly a relatively large amount of lower-cost and, therefore, innovative housing - the characteristics of which are responsive to the fundamental, social, and economic needs of the nation's lower income families.
