- The goals of the NBS Fire Program were stated by Dr. Lyons to be to reduce fire losses - deaths - by 5% per year for the next decade, and to achieve in the U. S. a fire safety record comparable to other industrial nations, on a per capita basis. The operating program is designed to achieve these goals by employing highly directed applied research, from inputs that include fire statistics, hazard analysis, new information in the fields of chemistry, physics and the dynamics of fires, and by the utilization of expert advice. He indicated that the measure of success of the program would be the use and effectiveness to which NBS results are applied to reduce fire losses.
