- Building systems imply new technology. The technology of building is changing. Since these changes are introducing new techniques for construction, new materials, and new uses of old materials, the accepted requirements and specifications which have been useful for many years are no longer valid. Therefore today's requirements revolve around performance specifications which can delineate desired results, without reference to any materials or types of construction. Throughout all the fire criteria in Operation Breakthrough there is no mention of any specific material.
