- The purpose of the report is to provide preliminary information on site climatology useful for the design and evaluation of HUD Operation BREAKTHROUGH experimental building systems. The following environmental parameters, considered essential, are included for each of the selected sites: Air temperature and humidity, wind speed and direction, snow and rain,solar radiation, ground temperature, and background noise level.
