Abstract
ONLY ABSTRACT IN ENGLISH In order to cope with affairs just after an earthquake efficiently and adequately, it is necessary for a municipality to grasp earthquake damage information at an early state. In the 1995 Hyogoken Nanbu earthquake, many municipalities could not rapidly gather the earthquake damage information. Here, we focus on the number of deaths, and investigate main factors to affect time delay in the information collection by the municipalities. A change of cumulative number of deaths with time lapse is approximated well with the Weibull distribution. It was found that the shape of this Weibull distribution strongly dependson both seismic intensity and population. This means that the collection of earthquake damage information is so efficient as a population is small. Accordingly, it is very important for the efficient collection of information to divide a large area into some small blocks.
