Abstract
There has been growing concern over the hazard to offshore structures of liquid fuel spill fires and fires on the sea which could attack major structural elements of oil rigs and put personnel at risk. As an interim measure, the Department of Energy should adopt an existing hydrocarbon-temperature time test. Subsequently, a new hydrocarbon fire standard, based on heat flux, should be developed. An initiative on how to achieve the standard is proposed.
