Abstract
Progress Report on the Federal Building and Fire Investigation of the World Trade Center Disaster. The report summarizes the progress made by the National Institute of Standards and Technology (NIST) and the cooperation it has received from a variety of organizations since the December update. It covers the following: 1. Availability of funding. 2. Status of the implementation of the National Construction Safety Team (NCST) Act. 3. Establishment and first meeting of the NCST Advisory Committee. 4. Progress in identifying and collecting materials relevant to the investigation. 5. Information on the procedures and practices used for the passive fire protection of the floor system in the WTC towers. 6. Status of the fire model validation experiments and plans for fire endurance testing of the WTC floor system. 7. Summary of approach to assess the most probable structural collapse sequence, integrating impact damage, fire dynamics, thermal-structural response, and collapse initiation. 8. Status of steel and its analysis. 9. Photographic and video image collection and analysis. 10. Status of first-person data collection effort to study occupant behavior, evacuation, and emergency response. 11. Selection of external experts and contractors to support the WTC investigation team. 12. Progress in NISTs concurrent WTC Research and Development Program and the Dissemination and Technical Assistance Program.
