- On May 11, 1985 at Bradford City Football Club 56 people died and many more suffered serious injuries in a fire which swept through a crowded timber stand. Two days later a committee of enquiry into crowd safety and control at sports grounds was established. The committee, under the chairmanship of Mr. Justine Popplewell, was to inquire into the operation of the "Safety of Sports Grounds Act 1975". Particular reference was to be made to the events at Bradford Football Club. How and why did the fire start? Why were there so many casualities? What lessons were there to be considered?
