- ONLY SUMMARY IN ENGLISH Traditionally, one of the state's primary responsibilities and concerns is the safety and protection of its citizens. A change in public awareness of safety issues as a result of serious incidents and the increased levels of public anxiety about safety, have brought about the need for a policy review. The 1993 Integral Safety Report (Integrale Veiligheidsrapportage 1993) set this review process in motion. A focal point of the new policy is safety in the proactive phase of area planning matters; such projects will in future include safety on the agenda at the earliest planning stage.
