Abstract
***SEE R7100902: "Fire Protection for Essential Electronic Equipment". Recommended Practices No. 1 (RP-1). March 1962*** ***This issue of RP-1 supersedes the previous revision dated July 1969 and the first issue of March 1962.*** RP-1 is recognized in the Federal Property Management Regulations and is used by federal agencies as the guide for the fire protection of essential electronic equipment. Since the July 1969 RP-1 revision, technological changes in electronic equipment and fire protection systems and the experience growth in the interim dictated the need to review and revise RP-1. This revision was prepared by an interagency committee under the guidance of the National Fire Prevention and Control Administration. The completed document was extensively reviewed by a large number of agencies and individuals and changed where appropriate. The enclosed recommendations represent the concerns of the committee and are promulgated for use by all agencies at the discretion of their management. Though this standard practice applies principally to the risks involved with fire, management's attention is called to the effects and problems associated with other risks. As major automatic data processing facilities comprise a significant portion of those facilities classed as essential, the readers attention is called to the Comptroller General's report to Congress, "Managers Need to Provide Better Protection for Federal Automatic Data Processing Facilities" (FGMSD-76-40) and the National Bureau of Standards "Guidelines for Automated Data Processing Physical Security and Risk Management" (FIPS-31, June 1974). The concerns stated in these two documents mandate the need to evaluate the risks and provide appropriate protection. The policies and procedures discussed therein may with study and evaluation be applicable to similar types of electronic equipment which may be classed as essential and fall within the scope of RP-1. In this revision, several principal changes have taken place: a) The use of Halon 1301 is permitted under stated controlled conditions; b) The requirements for record storage have been changed; c) New technology has been included in the areas of utility services (Uninterruptable Power Supplies--UPS), fire protection techniques (Halon); d) The material has been reorganized to facilitate the document usage; e) The title has been changed to "Standard Practice for The Fire Protection of Essential Electronic Equipment Operations" to more clearly include the many areas of concern (e.g., the structure, the equipment, the environment and the records involved) and the desired impact of the policies set forth (e.g., standard practice).
